In brief: Energy emergency declared in Bolivia

*Bolivia’s President Rodrigo Paz has issued a decree (5517) declaring an “energy and social emergency” due to ongoing problems with the availability of fuel. The decree liberalises rules around fuel imports and sales, allowing anybody with storage facilities to import and sell oil-based products. The decree also removes diesel from the list of controlled substances whose sale requires special authorisation. This reintroduces some of the relaxation of fuel sale rules that was announced in December before being scaled back in a new decree issued on 13 January following negotiations with the Central Obrera Boliviana (COB) umbrella workers’ union, which had carried out weeks of protests against the elimination of fuel subsidies and other economic reforms pushed by the Paz administration.
