BRAZIL: Ultimatum to US on 'shootdown' law

The government of President Lula da Silva has issued what amounts to an ultimatum to Washington, announcing that it will put into effect before year-end the `shootdown' law passed by the Brazilian congress six years ago. What has been holding it up is the lack of a US presidential `determination' to override a legal ban on the use of US equipment to shoot down civilian aircraft.
