*Bolivia’s President
Rodrigo Paz has announced that his government is negotiating a US$5bn agreement with the International Monetary Fund (IMF). Paz said that these funds would be used to invest in social projects and infrastructure such as cell towers, with the goal of increasing these from their current number of over 4,000 to 10,000. Paz’s comments came as Bolivia remains mired in massive protests against his government. Although on 26 May Paz
promulgated a bill expanding his ability to deploy troops under a state of exception, the government is for now trying to resolve the unrest through dialogue. Vice President
Edman Lara yesterday led a dialogue session that included social organisations, government representatives, and legislators. As well as Lara, who has been highly critical of Paz since they took office in November last year, the government was represented in the talks by the minister for the presidency,
José Luis Lupo, and the education minister,
Beatriz García.
