*Peru’s minister of foreign trade and tourism,
José Fernando Reyes Llanos, has resigned, citing frustration at
“conduct regarding issues relating to international agreements or understandings – especially those that could involve components related to integrity, transparency, and anticorruption mechanisms”. This was widely interpreted as a reference to the latest delays regarding the ratification of a trade agreement with Brazil which was signed a full decade ago, in 2016, but has not yet come into force. Reyes Llanos had been due to appear before congress today (4 June) to explain the delay in implementing the trade agreement. Eduardo Salhuana, of the right-wing Alianza para el Progreso (APP), questioned previous governments’ claims that the massive corruption web operated by the Brazilian construction firm Odebrecht (since renamed Novonor), which paid bribes in Peru and numerous other countries in Latin America, had exposed risks inherent to the trade agreement, highlighting that it contains clauses on anti-corruption, money laundering, international arbitration, and restrictions on companies suspected of illegal activities.
