In brief: Ecuador’s Noboa presents slimmed down cabinet

*Ecuador’s President Daniel Noboa has presented a revised ministerial cabinet in which the number of government ministries has been reduced from 14 to 10. The highest profile casualty of the reshuffle was the foreign minister, Gabriela Sommerfeld (2023-2026), who was replaced by Roberto Krury, who had been telecommunications minister since May 2025. Also out is the environment and energy minister, Inés Manzano (2025-2026), replaced by Juan Carlos Blum, who was previously Manzano’s chief adviser. Sariha Moya, formerly the economy and finance minister, will take on an expanded brief as head of the ministry of economic and productive development, which merges the economy and finance ministry, the agriculture, livestock, and fishing ministry, and the production ministry. Roberto Luque, formerly transport minister, has been appointed as head of the new infrastructure and technology ministry, which merges the infrastructure and transport ministry and the telecommunications and information society ministry. Cynthia Gellibert, formerly the public administration secretary, will head the new labour and human development ministry, which merges the labour ministry, the human development ministry, and the indigenous development secretariat. José Julio Neira will take over as secretary of public administration, planning, and the cabinet. Elsewhere, Nataly Morillo retains her position as minister for government, Gian Carlo Loffredo as defence minister, John Reimberg as interior minister, Gilda Alcívar as education, sport, and culture minister, and Jaime Bernabé as health minister. This was the second major streamlining of government under President Noboa, following the reduction of government ministries from 20 to 14 in July 2025. Elsewhere, the president of the national assembly, Niels Olsen, of Noboa’s centre-right Acción Democrática Nacional (ADN), also resigned yesterday, saying that “cycles have their correct moment [to end], and mine is today”.
