*Argentina’s government led by President
Javier Milei has issued a decree authorising up to US$5bn in international borrowing. The decree, signed by Milei, Economy Minister
Luis Caputo, and Cabinet Chief
Manuel Adorni, allows for dollar-denominated financing operations with international financial institutions
“of recognised standing”, which will be carried out through loans backed by partial guarantees from multilateral lending agencies. The decree establishes a legal framework for such borrowing, with contracts governed by New York law and subject to the jurisdiction of US courts. Sovereign assets including central bank (BCRA) reserves and accounts, assets linked to essential public services, and tax and royalty revenues, will be protected from the arrangement. The push to secure funding comes as Argentina faces significant bond payments in the coming years.
