HAITI-DOMINICAN REPUBLIC: Post-flood search for causes & solutions

Government experts in the Dominican Republic warn that the recent disastrous floods that have killed more than 2,000 people in their country and in Haiti could be repeated, and not in the distant future but possibly even this year. All the elements that led to the catastrophe are still in place, the cyclone season is just beginning, and some weather experts expect Niña-type conditions.
