Telecoms: The information and communications minister, Ramiro Valdés, claimed at the XII Convención Internacional de Informática that there was no policy of restricting individuals' access to the internet and that any problems they encountered were most likely to be technological. Valdés admitted  that the country's telecoms infrastructure was outdated, but said that this would change once a new fibre-optic cable linking the island to Venezuela comes into operation, within two years. The government has blamed the US embargo for the poor quality of the island's telecoms infrastructure.
