Allegations by the US Securities and Exchange Commission (SEC) that Antiguan
billionaire philanthropist Sir Allen Stanford had committed “fraud of a shocking
magnitude" leaves Antigua & Barbuda at the centre of a fresh global banking
scandal, which will likely raise very uncomfortable questions about the island's
local financial sector and the extent of the authorities' links with Stanford.

offshore financial and services, many of which are located in the Caribbean.
