PARAGUAY: United opposition wins Asunción

Paraguay’s opposition has once again shown that, when united, it can deal blows to the ruling Asociación Nacional Republicana-Partido Colorado (ANR-PC). In municipal elections on 4 October, the ANR-PC lost the mayoralty of capital Asunción to a candidate backed by a coalition of opposition parties – the first time it has lost in the capital since 2015. The opposition also retained the mayoralty of Ciudad del Este, the capital of Alto Paraná department and the country’s second most populous city. These victories suggest that a united opposition could pose a threat to the ANR-PC in the 2028 general election, especially if the ruling party remains divided and disillusionment with President Santiago Peña’s administration continues. Nevertheless, the ANR-PC remains the predominant force across the country, sweeping up 187 of the 263 municipalities up for grabs.
