BRAZIL: Army called to police Minas Gerais

The government of President Lula da Silva has ordered the army out of the streets of the state of Minas Gerais in a GLO (`guarantee of law and order') operation, a month after having done likewise in the city of Rio de Janeiro. In the first case the official rationale was that the local police had been `overwhelmed' by warring gangs of drug traffickers. In the second, the reason is that the state police, firemen and prison guards have gone out on strike.
