HONDURAS: Lobo prises open Pandora's box

On 12 January the 128 seat Honduran congress approved (by 103 votes to 25) a reform of Article 5 of the 1982 constitution so as to make it easier to hold referendums and plebiscites. The reform, promoted by President Porfirio Lobo as part of his efforts towards national political reconciliation in the wake of the June 2009 coup d'état, potentially represents the most radical shake-up of the constitution since its foundation.
