Haiti's political future is completely up in the air. The second
round run-off did not take place as scheduled on 16 January. It was suspended by
the provisional electoral council (CEP), which has not released any final
results from the first round held on 28 November since its preliminary results
in early December, which were marred by irregularities, caused an uproar. A team
of experts sent by the Organization of American States (OAS) to evaluate the
flawed electoral process has presented a report to President René Préval
concluding that his chosen candidate, Jude Célestin, who finished second in the
contest according to the CEP, should be excluded from the run-off. The CEP, and
