On 17 January, Guyana's finance minister, Ashni Singh, revealed the
government's 2011 budget for a whopping GYD$161.4bn (US$784.8m), signifying a
13.1% increase on the previous year. While Singh presented the budget, which
assigns a sizeable chunk to social spending, as representing 'continuity' with
the past policies of the ruling People's Progressive Party/Civic (PPP) which has
been in power since 1992, the opposition is complaining that the budget has
clear electoral motives, ahead of the August 2011 presidential and parliamentary
