BRAZIL: Disease outbreak sparks off accusations

The confirmation by the agriculture ministry of 140 cases of foot-and-mouth disease in the state of Mato Grosso do Sul on 11 October triggered a wave of accusations that are causing uneasiness in the Brazilian countryside. In Brasí­lia bureaucrats are blaming each other for what is being perceived by farmers as the government's failure to prevent the outbreak. To make matters worse, the epidemic has also prompted a diplomatic spat with neighbouring Paraguay.
