BRAZIL: Lula's troubles with electoral laws

The Brazilian electoral court is giving the government a headache. On 20 June it decided to suspend the popular above-inflation wage increases decreed by President Lula da Silva on the grounds that they were unconstitutional. Now the court wants the government to explain its rising advertising expenses, which the opposition claims have shot up to boost Lula's re-election bid in October.
