Alfredo Stroessner, the former dictator who held sway in Paraguay for 35 years before being ousted in a military coup in 1989 and going into exile in Brazil, died at the age of 93 on 16 August. President Nicanor Duarte ruled out a state funeral or military honours for the man who famously admitted former Nazis, such as Dr Josef Mengele, into the country after the Second World War. In an irony that Duarte will prefer not to notice, Stroessner died the day after Duarte announced his intention to reform the constitution enabling him to stand for re-election in 2008.
