URUGUAY: Decision on paper mills to be postponed

In a blow to the Uruguayan government, the World Bank decided to postpone a vote on whether to approve a loan for the Botnia paper mill until 21 November. The postponement had been requested by Argentine president Néstor Kirchner on 7 November. He wrote a letter to the World Bank's president, Paul Wolfowitz, saying that a decision to finance the paper mill could have "the undesired effect of influencing legal proceedings" at the International Court of Justice at the Hague.
