VENEZUELA: Opposition denounces 'fraud by naturalisation'

The opposition is accusing President Hugo Chávez of orchestrating 'evident fraud' in the forthcoming referendum - by pushing a programme to grant Venezuelan nationality to 1m more immigrants between now and the end of the year. The timing and scope of the Misión Identidad programme does indeed smack of the kind of clientelistic policies that Venezuela is accustomed to, only on a grander scale. What isn't clear is that it would make all that much difference as an electioneering ploy.
