BOLIVIA: 'Yes' may win, but what does it entail?
On 18 July Bolivian voters will be casting their ballots in the referendum called by President Carlos Mesa on the future of the hydrocarbons sector [WR-04-20]. Opinion surveys show that fewer than 10% intend to abstain, and that 60% to 70% will vote 'yes' to most questions. Mesa has vowed to resign if the result goes against him.
