ENERGY | 'Reform' call from OECD. Richard Hecklinger, assistant secretary-general of the OECD, warned Mexican congressmen last week that if they do not enact 'reforms' of the energy sector the country risks losing competitiveness and attractiveness to investors. He recommended strengthening the sectoral regulatory agency, the Comisión Reguladora de Energí­a (CRE), and granting autonomy to the state power-utilities, Comisión Federal de Electricidad (CFE) and Compañí­a de Luz y Fuerza (CLyF).

Congressman Francisco Salazar, chairman of the lower chamber's energy committee, announced that in the coming session, which begins on 1 September, a first package of energy 'reforms' will be submitted to the full chamber. 'Among the initiatives,' he said, 'are the granting of autonomy to the utilities, the introduction of corporate governance practices, the strengthening of the regulatory agency, and the adoption of incentives in the regulatory framework.'
