PARAGUAY: Chronic mismanagement continues

Paraguay has for a long time been a poorly run state. The 60 year hegemony of the Asociación Nacional Republicana-Partido Colorado (ANR-PC, Colorados) installed a passive and corrupt culture, not only at state ministries but more importantly in the various state-owned companies. The historic defeat of the Colorados in the 2008 general election brought in a new and diverse group of administrators to the country's institutions. Nonetheless, and in spite of a recent economic boom, the country's chronic mismanagement problems are still festering under the government led by President Fernando Lugo.
