Crunch time for Mesa over hydrocarbons bill

President Carlos Mesa's long-running dispute with congress over the controversial hydrocarbons legislation that has dogged his administration has come to a head. The senate voted on 29 April to approve the bill. The lower chamber followed suit on 5 May. Mesa must decide by 15 May whether to veto or accept the new law; he risks upsetting people whatever he decides.
