There is talk of betrayal in government circles. Stung by the publication of a report by the UN's Office on Drugs and Crime (UNODC) which showed that coca cultivation far outstripped coca eradication in Peru in 2004, the government of President Alejandro Toledo was taken by surprise when the regional government of Cusco decided on 21 June to pass an ordinance authorising free cultivation of coca. The regional governments in Peru are predominantly in the hands of opposition parties, but not Cusco.
