Chávez losing Andean allies to biofuels

President Hugo Chávez 's hostility to biofuels is not shared by his Andean allies. Indeed, last week President Rafael Correa of Ecuador signed an agreement to boost ethanol production while visiting Brazil - despite his awareness of Chávez 's opposition to it. Meanwhile, the Bolivian government is signalling it may seek biofuel technology in order to reduce the country's demand for imported diesel. This would be a heavy blow to Chávez 's power in the region.
