After spending a year in jail awaiting trial Eduardo Lapi, former opposition governor of the state of Yaracuy, escaped from San Felipe prison on 31 March. In response, the authorities arrested 59 people, including 11 prison guards and 18 federal police working at the jail, accused of aiding Lapi's escape. Days later the judge handling the case released all 29 state employees for lack of evidence. Having promised to bring "the full weight of the law" to bear on the judge, the interior and justice minister, Pedro Carreño, fired her on 8 April.
