On 9 December the constituent assembly of Bolivia approved the new magna
carta. While there was none of the violence which overshadowed approval of the
preliminary draft [RA-07-12], the opposition once again declared the new charter
illegal due to the absence of its members from the approval vote and the
circumvention of procedural norms. In turn, the opposition prefects from the
wealthy eastern regions published autonomy statutes which President Evo Morales
subsequently dismissed as "rubbish". With both issues (the status of
the autonomous-minded departments and the new magna carta) likely to go to
referendum this year, a showdown between the government and opposition has
