President Alan García took a decisive step to the Right on 20 December, in his first substantial cabinet reshuffle since coming to power in July 2006. García replaced six of his 15 cabinet ministers. The most noteworthy change saw the defence portfolio go to Antero Flores Aráoz, a former president of the conservative Partido Popular Cristiano (PPC). The reshuffle occurred less than a week after García met his US counterpart George W Bush to promulgate the bilateral FTA, underscoring his political transformation from leftist populist and persona non grata in Washington during his first administration (1985-1990) to a disciple of free trade and one of the most valued allies the US currently possesses in Latin America.
