On 1 December, just a week after the state and municipal elections
(and almost ten years to the day after he was first elected [on 2 December
1998]), President Chávez called on his supporters to initiate a new petition for
a constitutional amendment to lift the two-term limit on the presidential office
- a reform that was among those rejected via a public referendum exactly a year
ago. This echoes other centralising reforms introduced earlier this year and
indicates that Chávez is moving to consolidate further his grip on power and
neutralise the newly emboldened opposition ahead of what is expected to be a
tough year for the economy in 2009, and an intense electoral period in
2010-2012. The opposition immediately slammed the move as “an
