President Hugo Chávez 's principal aim since coming to power in 1999 has been to convert Venezuela - one of the most capitalist societies in Latin America - to so-called '21st Century Socialism'. Chávez has sought to utilize Venezuela's oil wealth to fund his revolution. On most evidence to date, his government has wrecked one very imperfect (and very unjust) system, and replaced it with something even more dysfunctional.
