BOLIVIA: Major realignments as Morales takes to the streets

The resounding 'yes' delivered in response to President Carlos Mesa's referendum [WR-04-28] did not, as he and many in his entourage appear to have believed, suddenly endow Mesa with power he previously lacked. He was wakened to this fact when his main referendum ally, Evo Morales, switched over to outright opposition and congress rebelled against his attempt to push through a hydrocarbons law much milder than the referendum allowed.
