Despite the ideological affinities between President Evo Morales and
his Paraguayan peer, Fernando Lugo, bilateral ties last month were tested over
Paraguay's decision to grant asylum to Mario Cossío, the governor of Bolivia's
eastern department of Tarija, suspended from his post in December over
corruption allegations [RA-11-01]. The decision, which followed Brazil's
approval of asylum to a judge from the opposition-aligned region of Santa Cruz,
is a setback to Morales, serving as a further indictment of the state of justice
