POLITICS: Say no and I'll go

President Rafael Correa says he will leave office if the public fails to approve a referendum called by his government for 7 May. This is a tried and tested formula. Correa threatened to do the same if the public failed to endorse a new constitution in a referendum in September 2008. By turning 7 May into a plebiscite on his own rule, Correa is effectively asking the public to accept his judgement and not to bother debating the importance of the 10 questions in the referendum, which range from judicial reform and penal reform to restrictions on press ownership and banning bullfighting.
