EL SALVADOR: Saca's anticrime plan bets on specialisation

President Tony Saca has unveiled his grand anticrime plan, named Super Mano Dura ('Super Firm Hand') to indicate that it is an improved continuation of his predecessor Francisco Flores's Mano Dura plan - which does not seem to have done much more than commit about 960 members of street gangs to trial after engaging in a huge effort to round up more than 19,000 of them. The aspects of Saca's plan that he announced are based largely on creating specialised units to target the gangs and other criminal activities.
