ECUADOR: No agreement on motion to impeach Gutiérrez

President Lucio Gutiérrez has been granted a reprieve by the current opposition's inability to agree on how they should go about impeaching him. The main obstacle is that the conservative Partido Social Cristiano (PSC) is arguing that there are as yet no clear constitutional grounds for an impeachment to proceed.
