BOLIVIA: Santa Cruz and allies call halt to hydrocarbons bill
Three of the four departments that make up the lowland Media Luna (crescent) have formally joined forces to demand from the national congress a postponement of the debate on the new hydrocarbons law [WR-04-40] until after the municipal elections scheduled for December. They have also endorsed the call issued in Santa Cruz for a referendum on regional autonomy, to precede next year's constituent assembly.
