REGION: IMF expects 'strong' 4%-plus growth this year

The IMF expects Latin America to grow this year by little more than 4% (the World Bank ventures 4.3%), a rate it describes as 'strong', even though in many countries it translates into fairly low per capita growth (probably none in Paraguay), and it falls well short of the 6% Eclac has estimated as necessary to start rolling back poverty in earnest.
