REGION: US swings OAS vote in favour of Insulza

The election of Chilean interior minister José Miguel Insulza as new secretary-general of the OAS, confirmed on 2 May in Washington, was actually settled three days earlier in Santiago, when the US played the role of chief elector, switching its support away from Mexican foreign minister Luis Ernesto Derbez. Almost all of the hemispheric organisation then observed tradition and swung behind Insulza - the exceptions illustrating some of the problems the new secretary-general will have to face.
