ECUADOR: A most challenging start for Palacio

President Alfredo Palacio has not got off to a brilliant start. Several of his ministerial appointees decided not to take up their posts. Union members have declared themselves his opponents. The umbrella indigenous body has described his government as 'transitional'. The congress that installed him is openly reviled, and international bodies have been less than fulsome in their support.
