BRAZIL: Government asserts itself

The government won the crucial second vote in the lower chamber of congress to set the minimum wage on 23 June. The fact that it won easily, while President Lula da Silva was in the US, was as important as the result. The result showed that even if Lula's Partido dos Trabalhadores does badly in the forthcoming municipal elections, it still has the political nous and muscle to marshal ambitious politicians behind its projects in congress.
