ECUADOR: Problems ahead

A touch of desperation is beginning to creep into the government's economic policymaking. At the beginning of September, Maurico Yépez, the economy minister, went to Washington to dry to drum up US$480m from the World Bank and the IDB. He said the money was needed to fill a hole in next year's budget. He did not secure the support he wanted.
