COLOMBIA: Uribe offers ELN a bilateral ceasefire

A number of members of one of the fighting fronts of the Ejército de Liberación Nacional (ELN), Colombia's second-largest guerrilla group, surrendered to the army in the department of Antioquia, the government reported last week. President Alvaro Uribe took the unusual step of flying out to meet them and used the occasion to offer the ELN a 'bilateral ceasefire'. The ELN leadership, however, claims that the entire episode was a charade engineered by the government to trick the guerrillas.
