Cafta-DR faces opposition at both ends. In the Caribbean Basin, two of the heavyweight would-be partners in the Cafta-DR free-trade arrangement with the US - Costa Rica and the Dominican Republic - are under considerable pressure to either renegotiate aspects of the agreement signed last year or introduce compensatory measures to protect their most vulnerable industries. At the other end, in the US, the Bush administration is mobilising its top guns in a bid to persuade the US Congress to ratify the agreement before the recess which begins on 4 July. President George W. Bush has said that Cafta-DR is his top trade priority this year.
