OAS emerges from Fort Lauderdale more 'proactive' but somewhat less interventionist than the US wanted

To hear the US State Department, the three-day OAS general assembly in Fort Lauderdale was a resounding victory for its proposals to make the organisation more 'proactive' in protecting democracy. To hear the Venezuelan foreign ministry, the outcome was a 'devastating defeat' for the US. Rhetoric aside, the second view appears closer to the mark: the OAS has not emerged quite as interventionist as the US appears to wish.
