Two events, at different ends of South America, show that the regional blocs which have been such a feature of Latin America for the past 20 years may be breaking up. The Comunidad Andina de Naciones (CAN), which had the lowest ratio of intra-regional trade to total trade (less than 20%) looks as if it is likely to move to a looser, rather than ever-closer, union. In the Mercosur, the problem posed by Uruguay's success in attracting huge new investment into its paper and pulp industry has infuriated Argentina and may derail the whole Mercosur ideal.
