COSTA RICA: State sector problems

The Contralorí­a General de la República, which audits government spending, has given the state-owned Instituto Costarricense de Electricidad, (ICE) which controls the electricity and telecommunications industry, a month to make good on its promises to users. The Contralorí­a's report will provide ammunition to right-wingers who want the ICE broken up and privatised.
