Chile's President Ricardo Lagos will, over the next few days, announce changes to Chile's legislation regarding human rights offences. The intention is to speed up the process whereby those responsible for the torture, murder, and disappearances that occurred during the 1973-1990 rule of General Augusto Pinochet are brought to justice.
