ARGENTINA: 2004 budget announced

Argentine President Néstor Kirchner sent his first budget to Congress yesterday. There will be no rise in taxes, but there will be an increase in tariff prices, which will send inflation up to 10.5% - three times the level expected for this year and well above the 7.4% rate stipulated by the recent deal with the IMF. GDP will grow 4%, in line with the Fund's demands.
