MEXICO: Congress finally picks commissions

The lower chamber of congress has taken an insultingly dilatory approach to what was billed by the government as the key session of the body. Only yesterday, on the final day before the constitutional deadline, did the lower chamber agree on the composition of the 42 committees the new congress needs. As expected, the important committees have been shared out between the big two parties.
