COLOMBIA: Rebels call tune

The government is realizing the limits of its policy against Colombia's armed rebel groups. It is one thing using superior military force to crack down on groups such as the Fuerzas Armadas Revolucionarias de Colombia, the Ejército de Liberación Nacional, and the Autodefensas Unidas de Colombia, but it is quite another to eliminate them completely. To do this, the groups must agree to disband, a possibility that appears extremely remote despite Bogotá's best efforts.
